The Prime Minister is placed in the closed cabinet in the Kremlin. In the cabinet there is a mechanism containing a radioactive EDR and a container with carbon gas. The parameters of the experiment are selected so that the probability that the EDR will disintegrate in 1 hour is 50%. If the EDR disintegrates, it activates the mechanism, it opens the gas tank, and the minister dies, the floor in the cabinet is covered with flowers, and democratic institutions emerge in Russia. According to quantum mechanics, if there is no observation of the EDR, then its state is described by a superposition (mixture) of two states - the disintegrated EDR and the disintegrated EDR, therefore, the minister sitting in the cabinet is alive and dead at the same time. If the cabinet is opened, then the experimentator is obliged to see only one specific state - "EDR has collapsed, the minister is dead, democracy" or "EDR has not collapsed, the minister is alive, the dictatorship".
