The government has allowed state-owned companies to hide their suppliers. Simultaneously, the government for the same reason completely closed the procurement of the Ministry of Defense, the FSB and the SVR, transferring information about contracts with these departments to the state.

While state-owned companies around the world are trying to be as open as possible so that taxpayers see how their money is spent, in Russia it is exactly the opposite – we close accounts so that people don’t see their taxes being stolen. We are moving in the opposite direction of evolution.
