The problem was that the answer to the very important from the point of view of aviation, artillery, and other troops, the question "Where?" sounded the same: in Borisov, in Ostashkov. Therefore, in order to avoid confusion, the names stopped sliding, and then this form of use of names simply consolidated, not being grammatically correct.
